1. Purpose
These regulations define the conditions and procedures necessary to become an F18 Class Measurer, responsible for certifying boats, sails and equipment, for ensuring the correct application of the measurement and class rules for the F18 catamaran, and for equipment inspection during events.
These conditions and procedures also apply to self-certification.
The Measurers Code of Conduct (“CoC”) defines the responsibilities for a Class Measurer. In the event of a conflict between this document and the CoC, the CoC shall prevail.
2. Responsibilities
The responsibilities of the F18 Class Measurer are defined in the Measurers Code of Conduct. These include:
- to check that boats, equipment, and sails comply with the current F18 Class Rules
- to carry out initial measurements, periodic checks, and checks during events
- to ensure that certification (measurement) marks (class stickers and limit marks) are in place; the Class Measurer is responsible for purchasing certification marks from IF18CA
- to record the measurement data in the IF18CA Certification Database on IF18CA website for each certification mark
- to advise the F18 Class, organizers, and racers on technical and measurement issues
- to report any non-compliance to the Technical Committee or the competent body of the Class.
Class Measurers also have a role in informing competitors about class rules and any changes or developments to them.
3. Eligibility requirements
An applicant for appointment as Class Measurer shall:
- have a good knowledge of the F18 catamaran (practical, technical, or coaching experience);
- have a thorough understanding of the applicable F18 Class Rules, Equipment Rules of Sailing (ERS), and Racing Rules of Sailing (RRS);
- demonstrate impartiality, attention to detail, and integrity.
4. Required training and skills
Candidates must:
- complete training for F18 measurement given by or under the authority of the IF18CA. This training is organized by the IF18CA at Worlds or Europeans or by a National Class Association (“NCA”) at a national class event.
- demonstrate practical experience in measurement under the supervision of an experienced Class Measurer at national level events, grade 3 or 4);
- be competent in the use of the required measuring tools (weights, dimensions, sails, appendages, masts, etc.);
- keep up to date with amendments to the rules and official interpretations.
5. Nomination procedure
- 1. The candidate submits a written application to their NCA or directly to the IF18CA if none exists
- 2. The application is reviewed by the NCA. The NCA may propose to the IF18CA to accept the candidate for registration as a Class Measurer
- 3. The IF18CA may decide to appoint the candidate as an F18 Class Measurer for a fixed or indefinite period.
- 4. The candidate reviews and signs the Measurers Code of Conduct and provides a copy to the IF18CA.
- 5. The IF18CA records the applicant as an F18 Class Measurer in the IF18CA certification database and notifies the NCA.
6. Trainee Measurers
To strengthen the long-term capacity of the class measurement program and ensure a consistent standard of equipment control, an NCA may grant individuals the temporary status of Trainee Measurer. This status provides a structured route for gaining supervised experience at national events and supports the development of individuals who may eventually be nominated to the IF18CA as Class Measurers.
A Trainee Measurer may assist with equipment inspection at national events, or independently perform equipment checks at events defined by their NCA.
7. Recognition and scope of application
Depending on their level of qualification, measurers may be recognized as:
- International Measurer – approved by World Sailing. The class is required to have at least one International Measurer. At championship events, only International Measurers can make rule interpretations which are subject to review by World Sailing.
- Class Measurer – approved by the IF18CA to perform measurement at club, national and international events but not qualified to make rule interpretations.
8. Withdrawal or suspension
A Class Measurer shall comply with this Regulation, the Class Rules, World Sailing Regulations, and the Measurers Code of Conduct at all times. Failure to do so can lead to suspension or withdrawal by the IF18CA.
9. Effective date
These regulations have been approved on 7 May 2026 by the IF18CA Executive Committee and shall take effect on 8 May 2026.
